The investment case

Three reasons Oman works for a foreign buyer

Title in your own name

Al Mouj Muscat, Muscat Bay, Yiti, AIDA, Jebel Sifah and Hawana Salalah are Integrated Tourism Complexes: a buyer of any nationality registers freehold title to the home and the land. Sultan Haitham City is a designated freehold zone with the same right to title.

Residency that comes with the title

In an ITC the ownership itself gives the owner and immediate family the right to an Omani residence visa for as long as they hold the property. Outside the ITCs residency is not automatic: the investor route is the 10-year Golden Residency from RO 200,000, and we confirm its current conditions at purchase.

Light holding costs

As of October 2026, Oman has no personal income tax, no capital-gains tax on resale and no annual property tax. What you pay is the one-off registration fee written into the developer's agreement and the community service charge.

Oman in numbers

Safe, growing and investment-grade

Independent figures, not our adjectives. Muscat sits in the top ten of Numbeo’s Safety Index and Oman leads the Gulf in Numbeo’s Quality of Life Index; the population passed 5.3 million with Muscat growing fastest; foreign direct investment stock rose 8.1% in 2025 and all three rating agencies now rate Oman investment-grade. Why Oman, why now

What supports long-term value

Structural factors rather than a forecast: the state's own plan, who builds the communities, and how little freehold stock foreigners can actually buy.

Oman Vision 2040

The national roadmap for a diversified economy – tourism, logistics, industry – is what Sultan Haitham City, the Yiti master plan and the ITC coast are being built for.

High impact

State-backed master developers

OMRAN Group, the government's tourism developer, master-develops Muscat Bay, holds a stake in Al Mouj Muscat and partners Muriya, AIDA and The Sustainable City in Yiti. The Ministry of Housing and Urban Planning builds Sultan Haitham City with licensed Omani developers.

High impact

A finite pool of freehold stock

Foreign ownership is confined to licensed Integrated Tourism Complexes, designated freehold zones and individually approved projects, so the stock a foreign buyer can hold in their own name is limited by design.

Medium-high
Impact ratings are our own reading of public plans and the communities' ownership rules. Prices and resale values depend on the project, timing and market conditions.

How you pay

Developer plans, paid into escrow

No bank, no interest – instalments go to the project's escrow account

Off-plan instalments are paid into a bank-managed escrow account opened for the project and released to the developer against construction stages. The schedule, the handover date and the registration fee are fixed in the sales agreement.

For international buyers

Own freely, live long-term

What a foreign owner actually gets in Oman: a registered title with the right to let and resell, and a path to residency.

Freehold with the right to let and resell

Inside an ITC any nationality takes freehold title. Long-term letting is allowed in the ITC resorts and in Sultan Haitham City; short-term letting where the community's rules permit it – Muscat Bay, Jebel Sifah and Hawana Salalah among them. Each card states the rental rule of its community. Resale is open at any time.

A residence visa with the purchase

ITC ownership gives the owner and immediate family a renewable residence visa for as long as they hold the title. In Sultan Haitham City and the developer-freehold projects it is not automatic: Oman's investor route is the 10-year Golden Residency from RO 200,000, launched in August 2025, and we confirm its current conditions for each purchase.

Answers

Investor questions, answered

Ownership, taxes, visas, payment safety – short and factual.

Can foreigners buy property in Oman?

+
Yes. Any nationality can register freehold title inside Integrated Tourism Complexes – Al Mouj Muscat, Muscat Bay, Yiti, AIDA, Jebel Sifah, Hawana Salalah – and in designated freehold zones such as Sultan Haitham City. Elsewhere it runs through specific approved projects, for example Uptown in Muscat West and Mira Ocean Estates in Salalah, where we confirm the title wording with the developer before reservation.

What is an Integrated Tourism Complex?

+
A resort-type development licensed by the state to sell freehold to any nationality. The owner registers title to the home and the land and becomes eligible for an Omani residence visa for the period of ownership.

What taxes and fees does an owner pay?

+
As of October 2026, Oman has no personal income tax, no capital-gains tax on resale and no annual property tax; a personal income tax law takes effect on 1 January 2028. On purchase you pay a one-off registration fee, which the developer's sales agreement states; on holding, the community service charge.

Does buying give me a residence visa?

+
In an ITC – yes: the title gives the owner and immediate family the right to a renewable residence visa while they hold the property. Outside the ITCs it is not automatic: the investor route is the 10-year Golden Residency from RO 200,000, launched in August 2025; we confirm its current conditions at the time of purchase.

Is my money safe while the project is under construction?

+
Off-plan instalments are paid into a bank-managed escrow account opened for the project and released to the developer against construction stages. The escrow arrangement, the schedule and the handover date are set out in the agreement before you sign. You pay the developer, not an intermediary.

Can I rent the property out?

+
Long-term letting is allowed in the ITC resorts and in Sultan Haitham City. Short-term letting depends on the community's rules: Muscat Bay, Jebel Sifah and Hawana Salalah allow it; for every community the rental rule is stated on the card.
