Sultan Haitham City is being built from scratch on 1,500 hectares in Seeb, in the north-west of Muscat, by Oman's Ministry of Housing and Urban Planning. The master plan comes from Skidmore, Owings & Merrill and is the first project of a national programme under Oman Vision 2040: nineteen neighbourhoods for about 100,000 people, 20,000 homes of different sizes and 2.9 million m² of public space, all arranged around a dry riverbed 7.5 kilometres long that becomes the city's central park. Schools, clinics, mosques and shops are part of each neighbourhood rather than a later addition.<br />
The city has freehold status: a buyer of any nationality registers the title in their own name and can qualify for Oman's real-estate residency programme. Individual neighbourhoods – Hay Al Wafa, Hay Wadi Zaha, Yenaier Residence, Sarooj Oasis – are built by licensed Omani developers and sold on instalment plans, with studios from under 50,000 OMR and villas up to five bedrooms.

The plan

SOM’s brief from the Ministry listed twelve qualities the new city had to have – among them inclusive, affordable, compact, walkable, circular, smart and healthy – and the answer was to build around the landscape rather than over it. The 7.5-kilometre wadi that crosses the site is kept as a flood-absorbing public park and becomes the organising spine of the city; four green pedestrian corridors branch off it into nineteen neighbourhoods, so that parks, shaded squares, schools and shops sit within a short walk of every home. Housing ranges from apartments and townhouses to semi-detached and detached villas, along routes laid out for buses, cycling and walking. Solar power, waste-to-energy, treated-water reuse and smart lighting and air-quality monitoring are part of the infrastructure. The master plan won an AIA Middle East Design Award in 2024 and an Architizer A+ Award in 2026.

Neighbourhoods and prices

Construction runs in four phases from 2024 to 2045, with the first phase scheduled for 2024–2030. Neighbourhoods are delivered by licensed Omani developers, and we sell in four of them. Hay Wadi Zaha: studios of 56 m² from $129,675 (49,875 OMR), one- to three-bedroom apartments, two-bedroom penthouses and four-bedroom villas of 388 m² at $898,427 (345,549 OMR); the three-bedroom apartments come with a 20% down payment and a five-year plan. Yenaier Residence: studios of 72 m² from $136,882 (52,647 OMR) up to a three-bedroom penthouse. Hay Al Wafa: one- and two-bedroom apartments from $161,486 (62,110 OMR), three-bedroom duplexes and townhouses, and five-bedroom villas of 430 m² at $631,493 (242,882 OMR) for handover in December 2027. Sarooj Oasis by Sarooj Development: one- and two-bedroom apartments from $136,937 (52,668 OMR) and five-bedroom villas of 249–280 m² from $479,716 (184,506 OMR) around a park with a lagoon, for 2028, on a 20% booking payment followed by monthly instalments to month 36.

Ownership and residency

Sultan Haitham City is a freehold zone open to buyers of any nationality: the title is registered in the buyer’s name at the Ministry. Owners can qualify for Oman’s real-estate residency programme; the visa term depends on the value of the property, and we confirm the thresholds in force at the time of purchase rather than quoting them in advance. Payments on off-plan homes go to project escrow accounts.

Who buys here

The city is aimed at people who work in Muscat rather than at holiday-home buyers: it sits five minutes from Sultan Qaboos Road and the Muscat Expressway, ten from Seeb beach and Mall of Muscat and about twenty-five from the airport. For investors the attraction is the entry price – the lowest freehold apartments in the capital – and a tenant pool of 100,000 future residents and of people working in the capital’s western districts and at the airport. Long-term letting is the realistic model; rents and service charges are set per neighbourhood and we quote them with each unit.

Sultan Haitham City: frequently asked questions

Can foreigners buy in Sultan Haitham City?

Yes. The city is a designated freehold zone, and buyers of any nationality register the title in their own name.

Does buying here give residency?

Owners can qualify for Oman's real-estate residency programme. The length of the visa depends on the value of the property; we confirm the current thresholds before you commit rather than promising a term in advance.

What is the cheapest home?

Studios of 56 m² in Hay Wadi Zaha from $129,675 (49,875 OMR), then Yenaier Residence studios of 72 m² from $136,882 (52,647 OMR) and Sarooj Oasis one-bedroom apartments from $136,937 (52,668 OMR).

When are the homes ready?

Everything is off-plan. The Hay Al Wafa five-bedroom villas are due in December 2027 and the Sarooj Oasis villas in 2028; other neighbourhoods publish dates per release and we pass them on as the developers confirm them.

How are payments structured?

Instalment plans with payments to the project escrow account: Sarooj Oasis takes 20% on booking and monthly instalments to month 36; Hay Wadi Zaha three-bedroom apartments take 20% down with a five-year plan. Long-term renting is allowed once the home is handed over.
