Muscat Bay is master-planned and developed by OMRAN Group, the tourism development arm of the Sultanate of Oman, with Saraya as co-shareholder. OMRAN built the community's backbone — the five-star Jumeirah Muscat Bay hotel on the beach, the lagoon, the village green with shops, restaurants, pools and play areas, the roads and utilities — and sells the villa and apartment collections directly: the Wajd Senses hilltop villas, the Nameer island villas, the Zaha clubhouse villas, the Sky Garden penthouses and the Bay Residences apartments. Partner developers add new apartment releases inside the bay.<br />
The village is low-density by design: 260 residences in a secluded valley between the Al Hajar mountains and the Gulf of Oman, 20 minutes from downtown Muscat, with only a few homes from the original portfolio still unsold. Buying from the master developer means the sales agreement is signed with the owner of the land and the community itself, with instalments paid to the project escrow account; Muscat Bay is an ITC, so owners of any nationality hold freehold title and may apply for an Omani residence visa.
OMRAN Group is the executive arm of the Omani government for tourism development, the owner or co-owner of the country’s flagship resorts and a partner in the big Integrated Tourism Complexes. In Muscat Bay it is the master developer, with Saraya as the second shareholder and Jumeirah Group as the hotel operator. The community is described by its owner as Oman’s only fully integrated resort village: a secluded valley flanked by the Al Hajar mountains and untouched beaches of the Gulf of Oman, 20 minutes from the capital.
The Jumeirah Muscat Bay hotel stands on the beach with five restaurants — Brezza, Anzo, Peridot, Zuka and Tarini — and the resort’s pools and private beach; the village green groups shops, restaurants, a gym, a clinic and offices with pools, barbecue and children’s play areas in landscaped parkland, and a residents club ties the homes to the hotel’s services. The residential portfolio is small by design, 260 homes: one- to three-bedroom apartments and three- to five-bedroom villas, in the Wajd Senses grand villas on the hilltop (plots of 1,000 to 4,000 m², 750–760 m² of living space, 360-degree views of the bay), the Nameer island villas on the lagoon, the Zaha waterfront and parkland clubhouse villas, the Sky Garden penthouses and the Bay Residences.
Ready-to-move homes sold directly by the master developer: the Nameer Island villa (three bedrooms, 427 m², lagoon view), the Zaha villa (three bedrooms, 357 m², private pool), the Sky Garden duplex penthouse (three bedrooms, 355 m²), and the Bay Residences one-bedroom (80 m²) and two-bedroom premium (199 m², private courtyard) apartments — all with access to the Jumeirah residents club. The Wajd Mansion (five bedrooms, 760 m², private pool) is sold on a three-year payment plan. Prices for each unit are quoted on request. Muscat Bay is an ITC: any nationality owns outright, may apply for an Omani residence visa, pays no income or capital-gains tax and can rent the home out; the developer’s own rental listings show the bay has a working rental market.
