Ownership 7

ITC Integrated Tourism Complex

A resort-type development licensed by the state to sell freehold to buyers of any nationality. Al Mouj Muscat, Muscat Bay, Yiti, AIDA, Jebel Sifah and Hawana Salalah are ITCs: the owner registers title to the home and the land and becomes eligible for an Omani residence visa.

Freehold full ownership

Ownership of the home and the land under it, registered in the buyer's own name or their company's. In Oman a foreigner gets freehold inside ITCs, in designated freehold zones such as Sultan Haitham City, and in individually approved projects. The owner may let and resell the property.

Freehold zone new cities open to foreigners

Areas outside the resorts where the Ministry of Housing and Urban Planning allows foreigners to own in approved projects: Sultan Haitham City, Al Thuraya City, Al Jabal Al Aali and the Surouh neighbourhoods. Sultan Haitham City is built by the ministry with licensed Omani developers.

Usufruct right of use up to 99 years

A long right to use a flat without owning the land, available to foreigners in approved multi-storey buildings in other parts of Muscat under ministry decisions of 2020–2021. It is not freehold and does not give the ITC owner's visa.

SEZ and free zones RD 38/2025

Special economic zones and free zones such as Duqm are run under the law issued by Royal Decree 38/2025. Since the OPAZ rules of September 2026, developers of qualifying projects there may sell units to foreigners as freehold. Not every project in a zone qualifies.

Title registration real estate register

The step that makes you the legal owner: the title is entered in the real estate register in your name. The Real Estate Register Law of 2026 (Royal Decree 56/2026, in force since 18 May 2026) confirms that non-Omanis register property under the existing ownership rules.

Master developer builds the whole community

The company that plans a whole community and sets its standards, while separate projects inside it may be built by other developers. OMRAN Group, the government's tourism developer, master-develops Muscat Bay and holds a stake in Al Mouj Muscat.

Buying & construction 8

Off-plan bought before completion

A home bought from the developer before or during construction. You pay in instalments under a payment plan, the money goes to the project's escrow account, and you take the keys at handover.

Ready property completed

A finished home you can move into or let straight away. It carries no construction risk; in Oman the property route to the 10-year Golden Residency covers completed units with a title deed in an ITC.

Reservation first payment

The first payment that takes a unit off the market at the agreed price. Its size is set by the developer: 10% at The Beachfront in Jebel Sifah; at Azura Beach Residences in Al Mouj the plan opens with 5% plus 5%.

Sales agreement SPA

The contract with the developer. It fixes the price, the payment schedule, the handover date, the escrow arrangement and the one-off registration fee. Read it before you pay anything beyond the reservation.

Escrow account protected payments

A bank-managed account opened for one project. Off-plan instalments are paid into it and released to the developer against construction stages, so you pay the developer through the bank, not an intermediary.

Payment plan instalments

The developer's schedule of instalments, with no bank and no interest. Each project has its own: for example 10% on reservation, 80% during construction and 10% on handover. The exact plan is on each property card.

Handover keys

The moment the developer delivers the finished unit and the final instalment is due. The date is written into the sales agreement.

Snagging inspection before keys

A check of the finished unit before you accept it: finishes, doors and windows, plumbing, electrics. Defects found are listed for the developer to fix.

Costs & taxes 5

Registration fee one-off

The one-off fee for registering your title. Its amount is stated in the developer's sales agreement, so check it there before you sign.

Service charge yearly

The yearly payment to the community for shared upkeep: security, landscaping, pools, common areas. It is the main holding cost of a home in Oman.

Property taxes what an owner pays

As of the publication date, Oman has no personal income tax, no capital-gains tax on resale and no annual property tax; a personal income tax law takes effect on 1 January 2028. A buyer pays the one-off registration fee, an owner pays the community service charge.

Gross rental yield rent ÷ price

A year's rent divided by the purchase price, before any costs. Numbeo puts the Muscat average at about 5.3% in the city centre and 5.8% outside it.

Net rental yield after costs

What remains of the rent after the service charge, letting and management fees and empty months, divided by the price. It is always lower than the gross figure and differs from unit to unit.

Residency 2

Owner's residence visa ITC

Owning freehold in an ITC gives the owner and immediate family the right to a renewable Omani residence visa for as long as they hold the property.

Golden Residency 10 years

Oman's 10-year residency for investors, launched on 31 August 2025, from an investment of RO 200,000. Through property it covers completed units with a title deed in an ITC. It replaced the earlier 5- and 10-year investor residency tiers.

Market & rules 6

NCSI national statistics

The National Centre for Statistics and Information, Oman's statistics office. It publishes the property figures we use: transactions, the price index, population, FDI and GDP.

Real Estate Price Index year on year

NCSI's measure of how prices change, quarter against the same quarter a year earlier. It rose 22.7% in Q2 2026, with land rising faster than apartments and villas. It shows the pace of change, not a price level.

Traded value sales + mortgages + swaps

NCSI's total of all property contracts in a period: sales, mortgages and swaps. It was RO 3.37 billion in 2025; sale contracts alone were RO 1.27 billion.

Letting rules long-term and short-term

Long-term letting is allowed in the ITC resorts and in Sultan Haitham City. Short-term letting depends on the community's rules: Muscat Bay, Jebel Sifah and Hawana Salalah allow it. Each property card states its community's rule.

OMRAN Group state tourism developer

The government's tourism developer: master developer of Muscat Bay, shareholder in Al Mouj Muscat and partner of Muriya, AIDA and The Sustainable City in Yiti.

Oman Vision 2040 national plan

The national roadmap for an economy less dependent on oil, built around tourism, logistics and industry. Sultan Haitham City, the Yiti master plan and the ITC coast are being built as part of it.
