Eagle Hills is a private real-estate developer from Abu Dhabi led by Mohamed Alabbar, with master-planned waterfronts and hotel-branded homes in seventeen countries, from Albania, Serbia and Latvia to Bahrain, Jordan, Morocco and the Maldives. In Muscat its own project is The Residences at Mandarin Oriental on the Shatti Al Qurum beach, developed by Eagle Hills Muscat, a joint venture with Izz International, and managed by Mandarin Oriental Hotel Group: homes from one-bedroom apartments of 70 m² to four-bedroom penthouses of 298 m², with a private beach, infinity pool, spa and the hotel's restaurants next door.<br />
The second address we list under Eagle Hills is Muscat Bay in Bandar Jissah, the OMRAN-backed resort village with the five-star Jumeirah Muscat Bay hotel, where the ZEN Residences and LUMA Residences releases add apartments, townhouses and villas to a community that is already open. Both locations are Integrated Tourism Complexes: owners of any nationality hold freehold title and can apply for an Omani residence visa.

The company

Eagle Hills was founded in Abu Dhabi as the private vehicle of Mohamed Alabbar, the chairman behind Emaar, Downtown Dubai and the Burj Khalifa, to take the large-master-plan model to markets outside the UAE. Its projects page lists seventeen countries: Belgrade Waterfront in Serbia, Riga Waterfront in Latvia, Marassi Al Bahrain, St. Regis and Saraya Aqaba in Jordan, Tanja Waterfront in Morocco, La Gare in Ethiopia, Durrës Yachts & Marina in Albania, Tbilisi Waterfront in Georgia, Marassi Red on Egypt’s Red Sea, and in the UAE Ramhan Island, Maryam Island and the Address and Bvlgari resorts. Hotels are part of the formula: the group works with Address, Vida, Palace, St. Regis, Mandarin Oriental and Jumeirah.

Mandarin Oriental, Muscat

The Residences at Mandarin Oriental sit on the beach at Shatti Al Qurum, the embassy and opera-house quarter of central Muscat, next to the Mandarin Oriental hotel. They were developed by Eagle Hills Muscat, a joint venture between Eagle Hills Abu Dhabi and Izz International, and the building is managed by Mandarin Oriental Hotel Group, so owners have the hotel’s concierge, housekeeping on request, the spa, the restaurants and a private beach. We list one- and two-bedroom apartments of 70–136 m², three-bedroom units of 185 and 189 m² and penthouses with four bedrooms at 293 and 298 m², from $447,106 (171,964 OMR). The airport is about twenty minutes away.

Muscat Bay

Muscat Bay is a resort village in a valley at Bandar Jissah, twenty minutes from downtown Muscat, backed by OMRAN, the government’s tourism company. The Jumeirah Muscat Bay hotel, the beach and lagoon, the village square with its nine retail outlets, restaurants, gym and clinic, and the residents’ club are all open; the residential portfolio is low-density at 260 homes from one-bedroom apartments to five-bedroom hilltop villas. The releases we list under Eagle Hills are ZEN Residences (two-bedroom garden-view apartments from $364,000, 140,000 OMR) and LUMA Residences, a cluster of one- and two-bedroom apartments, three-bedroom townhouses and three-bedroom villas with private pools around a clubhouse, from $209,443 (80,555 OMR) for a one-bedroom-plus-study apartment to $617,643 (237,555 OMR) for the villa.

Buying from Eagle Hills

Each release has its own sales agreement and schedule: LUMA villas, for example, are sold on a three-year payment plan, while finished homes at Mandarin Oriental are paid on purchase. Both addresses are Integrated Tourism Complexes, so title is registered freehold to a buyer of any nationality and the owner can apply for an Omani residence visa. For rental, the Mandarin Oriental homes carry the brand’s service model and Muscat Bay runs its own short-stay programme beside the Jumeirah resort. These releases are listed at the developer’s prices.

Eagle Hills Properties: frequently asked questions

Who is Eagle Hills?

A private real-estate developer from Abu Dhabi led by Mohamed Alabbar, with master-planned waterfront communities and hotel-branded residences in seventeen countries across the Middle East, Europe, Africa and Asia.

Where does Eagle Hills build in Oman?

At Shatti Al Qurum in central Muscat, where Eagle Hills Muscat (its joint venture with Izz International) developed The Residences at Mandarin Oriental, and in Muscat Bay at Bandar Jissah, where we list the ZEN Residences and LUMA Residences releases inside the OMRAN-backed resort village with the Jumeirah hotel.

How does buying work?

You reserve a unit, sign the sales agreement for that release and follow its schedule: finished homes are paid on purchase, LUMA villas in Muscat Bay are sold on a three-year plan. Title is registered freehold at the Ministry of Housing under Integrated Tourism Complex rules, and the owner can then apply for an Omani residence visa.

What do you sell from Eagle Hills, and from what price?

Muscat Bay apartments from $209,443 (80,555 OMR), LUMA Residences from $258,913 (99,582 OMR) with two-bedroom-plus-study apartments from $295,243 (113,555 OMR), townhouses from $518,843 (199,555 OMR) and villas from $617,643 (237,555 OMR), ZEN Residences two-bedroom apartments from $364,000 (140,000 OMR) and The Residences at Mandarin Oriental from $447,106 (171,964 OMR), all at the developer's prices.

Can foreigners own these homes and get residency?

Yes. Both Shatti Al Qurum's Mandarin Oriental and Muscat Bay are Integrated Tourism Complexes, so a buyer of any nationality holds freehold title and can apply for an Omani residence visa for themselves on the strength of the purchase.
