Communities in Oman
Read this page as two maps. The first is the coast of Integrated Tourism Complexes, where Oman opened property to foreigners with freehold title and an owner’s residence visa: Al Mouj Muscat by the airport, Muscat Bay, Yiti and AIDA south of the capital, Jebel Sifah and Hawana Salalah. The second is city freehold: Sultan Haitham City in Seeb is a designated freehold zone with residency through the investor programme, while in Muscat West, Salalah and Shatti Al Qurum foreign ownership runs through specific projects.
Who each area suits follows from that. Families relocating for work choose Al Mouj, Muscat West or Sultan Haitham City near the airport, schools and offices, or Muscat Bay and Yiti for the sea within half an hour of the city. Second-home owners and investors look at AIDA, Jebel Sifah, Hawana Salalah and Salalah, where hotels bring guests and management companies handle the letting. Each community page gives the facts, ownership rule and our offers.

Communities in Oman: frequently asked questions
Which community should I choose to live in Oman when relocating?
Decide by your daily route. If flights, offices and schools shape the week, Al Mouj Muscat beside the airport, Muscat West around Al Mawaleh and Seeb, and Sultan Haitham City are the practical options. If you want the sea at the end of the day and the city within half an hour, Muscat Bay, Yiti and Shatti Al Qurum are the choices. Salalah is a different climate and a slower pace.
Which areas suit investors?
Lived-in communities with a hotel and a letting desk give an owner tenants and management from day one: Al Mouj Muscat, Muscat Bay, Jebel Sifah and Hawana Salalah. AIDA adds branded hotel residences let by the operator. Sultan Haitham City is the entry-price play with a long-term tenant base of people working in the capital. Salalah has a seasonal, monsoon-driven market.
Can foreigners buy property anywhere in Oman?
No. Foreign ownership is open in Integrated Tourism Complexes (Al Mouj Muscat, Muscat Bay, Yiti, AIDA, Jebel Sifah, Hawana Salalah) and in designated freehold zones such as Sultan Haitham City. Elsewhere it runs through specific projects: Wujha’s Uptown in Muscat West and Mira Ocean Estates in Salalah are sold as freehold by their developers, and in Shatti Al Qurum only the Mandarin Oriental Residences hold ITC approval.
What is the difference between an ITC and a freehold zone?
An Integrated Tourism Complex is a resort-type development licensed to sell freehold to any nationality, with the owner eligible for an Omani residence visa for the period of ownership. A designated freehold zone such as Sultan Haitham City also gives freehold title to any nationality, but residency follows the government’s real-estate investor programme and its value thresholds, which we confirm at the time of purchase.
Which communities are already lived in, and which are still being built?
Al Mouj Muscat, Muscat Bay, Jebel Sifah and Hawana Salalah are operating towns with residents, hotels and shops open, and new releases are added inside them. Shatti Al Qurum is an established Muscat district. Sultan Haitham City, Yiti, AIDA, Muscat West’s Uptown and Mira Ocean Estates in Salalah are under construction and sold off-plan, with handover dates stated on each card.
