Read articleYes. In Integrated Tourism Complexes (ITC) — such as Aida in Yiti, Muscat Bay, Jebel Sifah, Al Mouj and Hawana Salalah — citizens of any country buy freehold property in their own name and qualify for an owner's residence visa. Outside the ITCs, foreigners can also buy in designated freehold zones and approved projects, such as Sultan Haitham City and Wujha's Uptown and Central 7 in west Muscat; we confirm the title and residency terms of each project before you reserve.
Ownership in an ITC entitles the owner, spouse and children to an Omani residence visa, renewable for as long as the property is held.
On handover the buyer pays a registration fee of 3% of the property value. Oman has no personal income tax, no capital-gains tax on resale and no annual property tax.
Instalments go to a project escrow account under Omani law and are released to the developer against construction milestones, not on demand.
Most developers ask for 10–20% on booking, 60–80% in instalments during construction and the balance on handover, all interest-free. The exact split is fixed in the sales agreement for each project.
