About Lubana Island

Muriya Tourism Development – the Orascom–OMRAN builder of Jebel Sifah and Hawana Salalah
Muriya is the joint venture of Orascom Development Holding, the Egyptian town builder behind El Gouna and Andermatt, and OMRAN Group, the executive arm of the Omani government for tourism development. No private company has put more into Omani tourism real estate: more than USD 750 million invested and 1,200 hotel rooms across its two Integrated Tourism Complexes, Jebel Sifah on the coast 45 minutes south-east of Muscat and Hawana Salalah on the Arabian Sea in Dhofar. Both are operating resorts with marinas, hotels, beaches and residents, not just master plans.
Muriya sells its residential releases directly on construction-linked plans — Riviera Residences and Raya on 10/90, The Beachfront on 10/80/10, Amazi on 10/82/8 — and keeps running the destinations after handover: property management, rentals, the marinas, the golf course and the beach clubs are all operated by the developer. As ITCs, both resorts give owners of any nationality freehold title and the right to apply for an Omani residence visa for themselves and their immediate family.
Seven ways to live on the island
The chalets: a one-bedroom lagoon chalet of 67 m² on the top floor with a terrace of about 7.9 × 2.8 m; a two-bedroom garden chalet of 86 m² on the ground floor with about 180 m² of garden down to the water; and a two-bedroom chalet of 89.5 m² with a 61.7 m² roof deck on the evening side of the lagoon. The villas: a single-storey three-bedroom villa with a study of 145 m² and a 413–433 m² garden; a two-storey three-bedroom villa of 170 m² with a 13.3 m balcony over the water; and a four-bedroom villa with a study of 250 m² on an 872 m² plot, the largest home on the island. The two-bedroom villas with a study have sold out. Pools shown on the renders are an optional extra.
Residents use the lagoons, the beach club and the kids’ zone of Amazi and all of Hawana Salalah: the 170-berth marina, the 7 km beach, the Aquapark and four hotels. Payment is 10% down and twelve instalments of 7.5%, one every three months.
Community & amenities
Hawana Salalah is
Oman's largest resort community, on the Dhofar coast
Hawana Salalah is an Integrated Tourism Complex by Muriya in Salalah, southern Oman. The community combines a marina, lagoons, several kilometres of beach and a cluster of hotels — among them Salalah Rotana Resort, Fanar Hotel & Residences and Juweira Boutique Hotel — with restaurants, a souk and a water park.
Salalah has a climate of its own: during the khareef monsoon season (June–September) the hills turn green and the city becomes the busiest holiday destination in the Gulf, which supports short-term rental demand. As of the publication date, owners in an ITC hold freehold title and can apply for an Omani residence visa.

Frequently Asked Questions
Who is the developer of Lubana Island?
Muriya Tourism Development, the Orascom–OMRAN joint venture that built Hawana Salalah and Jebel Sifah.
Which homes are offered?
One-bedroom lagoon chalets of 67 m², two-bedroom garden chalets of 86 m² with about 180 m² of garden, two-bedroom chalets of 89.5 m² with a roof deck, three-bedroom villas of 145 m² (single storey) and 170 m² (two storeys), and a four-bedroom villa of 250 m² on an 872 m² plot. The two-bedroom villas with a study have sold out.
What is the price?
Muriya's list prices include 5% VAT: from OMR 94,410 for a one-bedroom chalet, about OMR 135,450–138,143 for two-bedroom chalets, from OMR 232,943 for a three-bedroom villa and OMR 409,500 for the four-bedroom villa. The final price depends on the plot and the view.
What is the payment plan?
10% down, then twelve instalments of 7.5%, one every three months, directly with the developer.
When is handover?
Muriya's current list gives keys about 36 months after purchase; the date is fixed in the sales agreement.
What does the service charge cost?
From about OMR 945 a year for a one-bedroom chalet to about OMR 2,800 for the four-bedroom villa. It covers roads and common areas, not your own garden or pool.
How does letting work?
Wateera, Muriya's management company, can rent the home out, clean it between guests and maintain it. On nightly lets it keeps 30% of the booking (14% VAT, tourism and municipality fees, 5% management, 11% housekeeping); on a long lease the deduction is 8%. Using Wateera is optional.
Can I resell before handover?
Yes, once 40% of the price has been paid.
Can foreigners buy property here?
Yes. Hawana Salalah is an Integrated Tourism Complex (ITC), where, as of the publication date, citizens of any country can buy freehold property in their own name and apply for an Omani residence visa tied to the ownership.
What taxes and fees apply?
As of the publication date, VAT of 5% applies to the first sale from the developer and a registration fee of 3% is paid at handover; there is no capital-gains tax on resale and no annual property tax. A personal income tax law has been adopted and takes effect on 1 January 2028; as of the publication date there is no such tax.
Can I rent the property out?
Yes, both short- and long-term rental are allowed. We do not promise specific yields — ask us for a scenario based on current market data.
How are my payments protected?
Instalments go directly to the developer's project escrow account, released to the developer against construction milestones — never through an agent. We check the escrow arrangement for every project before you sign.
