Al Mouj Muscat Property Investment: Azura Beach Residences or St. Regis?
Al Mouj Muscat property investment offers two very different entry points: Azura Beach Residences starts from 69,000 OMR plus VAT and is off-plan, while The Residences at The St. Regis Al Mouj Muscat are completed, furnished residences priced on request. The stronger choice depends on whether you prioritise a staged purchase plan and new-build positioning, or immediate use and an operating hospitality ecosystem.
Oman’s real estate price index rose 15.9% year on year in Q1 2026 and its residential component 17.6%, while residential land prices in Muscat increased 43.6%, according to the National Centre for Statistics and Information. That backdrop makes entry timing relevant, but it does not remove the need to compare the actual product, liquidity horizon and operating model behind each Al Mouj Muscat property investment.
Two investment routes in the same Al Mouj Muscat community
Al Mouj Muscat is a coastal mixed-use ITC community around 10 minutes from Muscat International Airport. It has more than 19,000 residents from 94 countries, over 8,000 residences, a 400-berth marina, an 18-hole Greg Norman golf course, more than 90 shops and restaurants, and seven hotels, of which four are operating. For an international buyer, its ITC status means freehold ownership is available to all nationalities.
The comparison is not simply new versus old. Azura Beach Residences sits in Marsa District and represents the final off-plan phases of a beachfront collection. The Residences at The St. Regis Al Mouj Muscat is a ready, fully furnished branded-residence product linked to an operating hotel that opened on 12 June 2024.
What the market data means for an investor
Growth is a market signal, not a pricing guarantee
By the end of May 2026, Oman’s total real estate transaction value reached 1.1753 billion OMR, up 5.5% from 1.1136 billion OMR in the corresponding 2025 period. Sales-contract value reached 551.8 million OMR across 27,864 contracts, up 2.9% in value and 2.1% in contract volume year on year. These are national indicators, not a valuation of a particular apartment in Al Mouj Muscat, but they confirm active transaction activity.
For an investor, the practical implication is straightforward: do not treat the 17.6% national residential-index increase or the 43.6% rise in Muscat residential land prices in Q1 2026 as an expected return. A branded ready residence, a beach chalet and a compact off-plan apartment serve different buyer pools. Your resale strategy should be based on the exact unit type, view, floor, payment schedule and ownership costs.
Azura’s stated entry point is 69,000 OMR plus VAT for a one-bedroom apartment. The St. Regis developer does not publish prices, so compare a specific ready unit only after receiving the current developer quotation and transaction terms.
When Azura Beach Residences is the better fit
You want staged capital deployment
Azura suits an investor who prefers to commit capital progressively. Its published schedule starts with 5% at signing and another 5% after three months, with the balance linked to construction milestones. This can make cash-flow planning clearer than funding a ready residence in one transaction, although it also creates construction-period exposure.
Product choice is broad: one-bedroom apartments range from 70–107 m², two-bedroom apartments from 136–145 m², and three-bedroom apartments from 166–168 m² without a maid’s room. The four-bedroom beach chalet is 305 m², with five bathrooms, a maid’s room and a 90–108 m² garden. That range gives investors a choice between a lower entry ticket and a lifestyle-led larger format; other coastal options are collected in our apartments in Oman section.
You can accept an unconfirmed handover date
The developer has not published an Azura handover date. That is not a reason to assume a delivery period. Request the current construction programme and make sure the exact handover provisions are recorded in the contract for the selected unit. An investor who needs occupancy or rental readiness by a fixed date should weigh this point heavily.
When The Residences at The St. Regis is the better fit
You value immediate possession and a branded operating environment
The Residences at The St. Regis Al Mouj Muscat are ready: the hotel opened on 12 June 2024 and residences were handed over from August 2024. The collection includes 162 fully furnished branded residences. Illustrative sizes include a 146.8 m² one-bedroom residence, a 181.5 m² two-bedroom residence, a 260 m² three-bedroom residence and a 423.7 m² four-bedroom duplex.
The asset proposition is different from a conventional apartment. Residents have 360 metres of private beach, proximity to Al Mouj Golf, St. Regis butler service, 24/7 concierge and in-residence dining, alongside hotel facilities such as Guerlain Spa, pools, restaurants, padel and a ballroom. This matters to buyers assessing personal use, executive stays and the appeal of a completed branded address.
You are comfortable with bespoke price discovery
There is no published developer price for The Residences at The St. Regis Al Mouj Muscat. Investors should request a current quotation for the exact residence, including furniture scope, recurring service charges, operational restrictions and any rental-management terms. Do not use a headline price from a third-party listing as a substitute for the developer’s current offer.
Oman applies 5% VAT to the first sale of residential real estate. Resale housing is VAT-exempt, so confirm whether the unit is a first sale or resale and how VAT is shown in the transaction documentation.
Ownership costs, residency and the final decision
Both options sit within an ITC framework. For foreign buyers, the property-registration fee is 3% of the property value, separate from VAT. Fixed government charges for a non-Omani buyer are 5 OMR for the application, 25 OMR for the transaction form, 10 OMR for the title deed and 2 OMR for the contract. These are transaction costs, not annual ownership taxes.
ITC status also gives the registered owner and first-degree relatives the right to an Oman residence visa. Eligibility and the document list should be confirmed at the time of filing.
On the operating side, Oman has no property tax and no capital-gains tax for individuals. If you plan to rent, distinguish long-term investment analysis from assumptions about yield: neither project has a published guaranteed return. Al Mouj’s mixed-use setting, marina, beach, golf and operating hotels can support rental appeal, but income depends on the selected unit, management route, occupancy and costs.
In a typical decision process, a buyer planning regular personal stays benefits from viewing the completed St. Regis residence at different times of day and checking the hotel-residence separation in person. A buyer focused on a later resale strategy benefits more from reviewing Azura’s exact payment milestones, unit orientation and contract wording than from comparing headline starting prices alone.
A practical selection rule
Our assessment: choose Azura when staged payments and an off-plan beach product match your time horizon. Choose The Residences at The St. Regis when completion, furnishing and immediate access to a branded hospitality environment matter more than a published starting price. For either route, verify the unit-specific price, VAT treatment, service charges and contractual terms before reservation.
